if you mean "creating new topic" as creating a new page, well generally what I do is enter it into the search box and hit the "create page" line
if you mean "add topic" on a talk page, that's probably the spam filtre's doing (I have no authority over the filtre, sorry), now that I created your talk page, you should be set
